Lay-Offs Confirmed for Six Island Lake Police Dispatchers

As regular followers know, I'm traveling around in my RV for the winter and haven't had much down time. I haven't found much escape from the cold in my usual spots either! I know, I know, no sympathies from y'all cause I'm still warmer than back home but have some sympathy for a man running into 40's, 50's and even snow! None the less, during all this, I've been paying attention to the events taking place in Island Lake.

So last night the board voted 5-1 to outsource the dispatchers to Lake Zurich. Ive listened to the audio and up to speed. The cost savings for year one are around $150,000 per year, give or take some costs for unemployment and severeness. I've been told the meetings were filled with big crowds, mostly in support of the dispatchers. I can only assume that is true given the loud applause Trustee Rabittini received when she voted Nay to the action.

One of the biggest issues going on now is the upcoming Layoffs of the Island Lake dispatchers as the transition to Lake Zurich occurs. The transition is expected to take approximately 30-60 days. There was discussion of hiring a Records Clerk, either one full time or two part-time, cost not to exceed $60,000. It wasn't clear if that was with or without benefits. My question would be, if a Records Clerk is retained, full-time, would they enter the 150 union which represents all full time employees minus officers and dispatchers. But, a Clerk is a Clerk, and I would guess they would fall in with 150 as the office clerks do in addition to the Public Works.

All in all, the transition should not affect the public at all. The main 911 post is Wauconda and always has been. The differences may be in how officers in Island Lake work with dispatchers in a remote area. The LZ systems are similar to Island Lake's so training will be minimal. Discussion about manning the station after hours with a video feed to LZ was discussed should any one come to the station in need of help after hours.

Audience members blasted the Mayor for not discussing this matter prior to the vote last night. Also, audience members expressed the lack of questions from other Trustees.

Mayor Debbie Herrmann
Trustee Rabittini posted documentation pertaining to this vote on her website cbgil.com. So, I'll just link them here.

  1. Just my opinion Freddy. We need someone who cares about change in Island Lake. It seems like since you took over this site that you care more about the few dollars on advertising than you do about the future of the village.
If you want to make a few bucks with advertising at least have the courtesy to keep us up on current affairs. I'm sure that many would prefer commenting here than on the DH so open the door for us.
We really don't want to hear about your RV trips to better climates. The "climate" here is HOT buddy and we need your constant attention. I've had a little more wine after dinner than I should have and it's now time for bed.
    Thanks for listening.

    2. They don't have WiFi where you are, Fred? The comprehensive plan story was growing mold.

  2. Wow so many new police office on the streets these day's, and I thought they were dispatchers coming out for a stroll once in a while.. But i guess not in the www.blue line.org about one month ago, Island lake was taken apps for new police officers.. but they were only giving out 50 apps. I guess when all the testing is complete, and back ground checks are done, with in a 2 yr spand, now I think it would come to my mind is to freeze the hireing, and cut wages, for our own people. or stop handing raises out. to save money. put the dispatchers to work in the field, intead of desk duty in LZ. Crime rate is up in our Litttle town, Ban the PD from sitting in the gas stations, and DD shops, Protrol the streets,
Just the other night Sharp Towing lost one of three trucks to Fire..!! Damage, I quote from Mr Sharp hime self "

"Island Lake Politics has reached a new all time LOW! Last night someone burned up one of Sharp Towing's tow trucks in an insane act of........I am embrassed to say that I both live and work in this village."

I am going back to building closests for the herd for the new PD and Village hall now...

  3. Wow Handy - you're all over the place.....

All the "new" cops out on the street is due the fact of what are, in many peoples' opinions:

    1) Falsified garbage against current and past Officers, either getting them to resign or allow themselves to be fired without any challenge on their part. "If they know what's good for them."

    2) The recent vote by The Herd to essentially turn it all into an almost entirely part-time police force. Where if they don't want you to serve that shift, you're given no greater consideration than wait staff at Applebee's on a slow night. Or a greeter at WalMart.

    3) And now, the final coup de grace, removal of the Dispatch Department, thus severing any final shred of community ties, continuity or history of service.

But sadly, it now is no longer a "community service" per se, but just simply a service - just like a landscaping service, or someone that you call to seal-coat your driveway every year. Or a bag boy at Island Foods.

  4. Dispatchers are neither trained nor certified for the street beat. But interestingly enough, Chief McCorkle was neither trained nor certified for Chief or as a full-time Officer either. And when asked back in the day, when he came on as full time Chief; where it was that Herrmann got him, where was documentation of a search that Herrmann theoretically performed? She replied that she performed a unilateral search herself, but sadly (SURPRISE!) she threw that documentation out prior to the rubber-stamp approval she lined up for her action in the matter. Yet the entire Herd, nonetheless, bleated out their Ayes of approval - not even batting an eye!

So - Herrmann's doing the Full Monty on Officers hiring and search, but seemed to have performed nothing for the Chief? Especially with all of the legal services we've been billed for all long? Really?!

And in the end, Handy, had you listened to the tape of this past Meeting? It's doubtful ANY of our fired Dispatchers will find a desk job in Lake Zurich.

  5. Don't know if you've "herd" Handy? There is no new village hall. They're won't be.

  6. Thank you down by the river. I know about the so called no village hall. and as for the six Dispatchers, I feel sorry for them. so know the village hall or should I say the Pd building is vacant at night. Know one there to answer the door, on walk ups. I guess it is time to make some changes and form a block club or Citizen Patrol organizations. Like most other villages they have them. beats paying PD to seat in coffee shops.

The National Association Citizens On Patrol is a non-profit public benefit organization incorporated within the state of California formed to meet 501(c)(3) Qualifications. The NACOP is an all volunteer organization with no paid staff.

    1) Support existing Citizen Patrol organizations with increased education communications and training to further increase their professionalism and efficiency, as well as assisting in recruitment and retention efforts.

    2) Promote the use of Citizen Patrol organizations in areas where they are not currently used by educating the community as to the many benefits such as reduced crime and cost savings.

    3) Educate the general public and media regarding the role of Citizen Patrol organizations and how they benefit the community.

    4) Ensure the organization is staffed by individuals with the skills necessary for the association to be managed professionally.

    Long Term Goal

Provide Citizen Patrol organizations across the nation with the same level of recognition, awareness and respect that other public safety volunteer organizations have which will help to increase the volunteers pride, recruitment and retention efforts

We could have Sharp auto Body Re pain on of many squard cars that are just sitting in the lot not being used by the part or full timers, To read " Island Lake Citizen Patrol " !!

  7. VILLAGE OF ISLAND LAKE
    LAKE AND MCHENRY COUNTIES
    EXECUTIVE SESSION MINUTES
    JANUARY 12, 2012
Executive session to discuss collective bargaining
    Roll Call:

Present were Trustee Fox, Trustee Morris, Trustee Cermak, and Trustee Mascillino.

Also present was Chief McCorkle and Attorney Don Anderson

Attorney Anderson reported on the patrol officers union negotiations. The union proposed 3%
increase retro to May 3, 2010. Attorney Anderson offered 1% on behalf of the village. He feels
the negotiations are moving in the right direction.

this is what makes me laugh.... the village votes on a union raise, then votes again to layoff the workers to save them some money. so now the question is where is the saving going ( who's pocketis being filled) ?

  8. I think that the wrong assumptions are being made regarding the ILPD. Other than the incompetent chief Mcorkle, the PD is fine the way it is and I have heard nothing about an intention to make it strictly a part time police department. Resolutions have been passed to give the mayor and chief total control of the part timers who have no union representation or protection from the police commission.
Part time officers are hired at the whim of the mayor/chief and can be terminated in the same manner. Most who serve as part time have other jobs and do it mostly for the right to carry a weapon and flip the badge when they need to. They are dedicated employees and fill a void in the department by performing an extra service for the residents at a low cost.
And as far as a community "force" it is in itself a benefit if the people observe and report incidents to the police without interference. This should be the duty of every resident. Overstepping boundaries with community patrols can lead to incidents like Zimmerman and very costly lawsuits to the municipality if they condoned such activity.

  9. Hey Mayor Hermann---- since you're all about the truth and facts and stuff like that... please tell us your side of the story with your Westridge Mall lease.
These questions are based on information from a very reliable source:
Did you sneak out of the unit that you rented for your Farmers insurance business in the Westridge mall without notice months before the lease ended?
Did you remodel the unit with walls and then take the interior doors which left the unit in a condition that would cost a couple thousand dollars to restore to its pre-lease condition?
Did your Herrmann Farmer’s agency sell the same landlord that you violated a huge policy on the mall which is still in effect?
Did you then refer to this owner as a slum landlord at a board meeting with the public present?
I would think that the mayor of a town that she has a business in would be held to a higher standard than the average person but it seems like she is doing the opposite by abusing her authority.
Maybe your opponents should have objected to you owing money to the village Mrs Herrmann. By you not paying owed money to the landlord you deprived him money to pay for village fees and services.
Things that make you go hmmmmmmmmm.

  10. Laker - LOL!

I don't think you'd want to start down that path.

What you may not be aware of, is that over time, some of the Sharp employees have been real pieces of work themselves.

  11. I voted no because the contract lacked protections for Is Lk's service & performance levels, too many questions about real costs & impact legally. Outsourcing a backup 911 switchboard, so long as there are savings, may be a good thing, but like the garbage contract, 150's last 2 contracts, Is Lk negotiated very little if anything at all. That's a big problem in IS LK, no one knows or dares to negotiate better terms for the residents. I begged Mascillino to bid or negotiate a better garbage contract. And for nothing in return, we gave Northern Moraine the ability to interfere w our water customers, Public Works 150 union ee's pay nothing for the cadilac hc plan, has far more paid holiday & sick time than most private co's, things that are no longer affordable to our vlg. The latest board move was recently voted to put pw director in that union w a separate rider guaranteeing he would be last of anyone to be laid off; a rider i was shocked would have been approved by the existing union ee's who wanted the opposite; last one in first one out. Why would the vlg ensure no layoff status, when he has the highest salary & is mgmt? To protect his job is all I can conclude. These are just a few bonehead contracts that were approved by the Mayor & her gang.
